Hello all
This is the first class ballot since we
voted to prohibit hydrofoils and is the first using the internet. So we should
have a fast result.
If this ballot fails there are other more
conservative rule changes ready for balloting
The class executive didn’t want to confuse
the class with to many options on one ballot.
Don’t believe the last part of this
message: If this proposal
should fail, the Hydrofoil commission has to go back to work again and come up
with a new proposal. This proposal is liberal, but it’s strong enough to stop
boats from flying successfully around the course. A new approach would have to
be more restrictive and take the words of the existing rule 8 more literally.
Basically this would mean banning all dagger boards that are not vertical! This
will make the majority of the racing boats of today illegal and may destroy the
class.
This is not true there are other ways of restricting
the use of hydrofoils with out banning any boat sailing to day.
A few things to remember
1. The ballot needs a 2/3 yes vote to
succeed, if only 3 people vote and 2 of those vote for the change, then it will
pass.
2. Apathy will see a minority view point
succeed so it’s important that you vote
3. If you are unsure then vote “no” that
will leave things the way there are and will send a message to the decision
makers in the class to look at different options.
On to the actual issues
This ballot is about getting rid of the
hydrofoil rule.
The new ballot deletes Hydrofoil are not
permitted from rule 8
Hydrofoils will now be legal; however
there will be two restrictions.
a. No part of each hull or hull appendages below the
waterline shall be less than 0.75 meters from the centre line.
b. Movable and retractable hull appendages shall be
inserted from the top or be capable of being fully retractable into the hull.
8a is the old 1.5m underwater restriction
that was originally appended to rule 4 it has been changed to 0.75m from centre
line.
This will limit how far a hydrofoil
attached to the hull can reach under boat
8b is new and is meant to limit the use of
T foils and the like.
As you can see there is lots of room for
experimentation.
Rudder tee foils are allowed as are trim tabs
and control devices on the hydrofoil. If you can fit the parts of the tee foil
down through the centre board case there is no reason you couldn’t assemble
them back together again under the hull.
Fixed hydrofoils are allowed as are
hydrofoils attached only to the beams.
Have rudders transom hung rudders been
banded
One other concern is that the rule 8b
states that movable hull appendages i.e. rudders shall be inserted from the top
or be capable of being fully retractable into the hull
If you take this literally then transom
hung rudders are not allowed as they don’t meet either criterion.
Rule 4 has also been updated to include
the measurement of canted boards.

As promised in the last e-mail, find attached the "Explanation
Document" (translation will follow)
This will help you all to understand from a technical point of view how the new
rules control the “hydrofoils effect” and how much a “flying boat” may be far
or close.
I believe the work has been a very professional one, and now all members
have enough information to evaluate all possibilities.
I want to thank once more all members of the Hydrofoils Commission for
the hard work done and for the huge amount of hours they spent on this subject.
At this stage the choice depends on you and on your members only.
